I can see it now:

Fifteen people were arrested today after they complained of noxious odors coming from green-glowing barrels found on their street. Local police, enacting Congressman Rigs83's new "smelt it, dealt it" law, charged all individuals with dumping of hazardous materials and possibly charging them with terrorism due to symptoms of radiation sickness that some of them have experienced.
A representative from the Conglom-O police division had this to say. "We're doing this to protect the good citizens who don't cause a ruckus."

In other news, a man from Des Moines, IA is filing for divorce and seeking damages for what he claims are years of his wife's constant flatulence.

The government shall (for free)give all people who are physically disabled and wish to join the army, cybernetic limbs of doom whereas the rest of their bodies shall be armoured so the disabled people become and are deployed as bipedal tanks who rip buildings apart and throw tanks really far so the rest of the army can easily get the job done. Also once exiting the army or when off service for a period of time (e.g a few weeks or months, however long soldiers normally get) they'll be given normal cybernetic limbs to live normal lives.

Talentless rappers, whiney Emo bands, crappy rave remixes etc are not allowed
Reality TV shows, or any poinless TV show that dumbs down society is not allowed
As mentioned an IQ test that determins if you can drive, use a gun, have kids etc
Anyone who is lower then the standard and does these things is raped and beaten by woodland critters(cooky for reference) or sent into the army
People that can't look after, steal, or intentionally hurt pets are the same as above without the army part
Anyone sitting on their ass not finding a job wasting tax payers money for benefits are sent to the army
Smokers, alcoholics and drug users wasting the healthcare system for something that's their fault are fined
France is renamed nobodylikesus and and will be put on all future globes, maps etc

Mandatory military conscription for all convicts placed on Death Row or with a substantial prison sentencing after Resocialization, and IQ tests after which training will ensue (Under Heavy watch from enlisted personnel) After X amount of years (Or combat) they will be released Into cities built for them.

You have to take a IQ, common sense, sanity and maturity test to gain access to such things as a car, a baby, the internet and owning a weapon.
