I would make a triple AAA porno game, voice acted with Hollywood A-list types. I wouldn't tell them what the game was about, and all of the dialogue would be intentionally vague so Morgan Freeman would never know he was recording the dialogue for the scene where his character gets it on.

Most of your money will be used for my legal defense.

Uh....

In pr-eproduction we would establish a unique and awesome science fiction universe with tons of professional sci fi writers in on it. From there we'd embark on the most ambitious WRPG ever created: An open-world, co-op, space opera, first person action RPG with the most dynamic quest system ever created with insane amounts of narrative tangents for said quest lines. Blow a few mill on hiring on the best voice talent there is and make sure every single NPC you spend any decent amount of time with is a unique and believable person. Also, make some important NPCs develop with your character and the narrative in a realistic and satisfying manner. The ultimate goal would be to make the ultimate role playing experience to end all RPGs.

Production time: 5-8 years minimum.

Honestly, I'd probably go for a plot and character driven urban fantasy or wild-west fantasy RPG with wildly divergent story lines. I figure that the big advantage video games have over novels and films as an art form is interactivity. Might as well embrace that to it's fullest.

Personally, a game idea I've had stuck in my head for awhile (that was technically feasible but still would require a large budget) is basically 1st-close in 3rd person style controls, and attach it to a game were you play as basically battlemages in a fully destructible and explorable world (in sufficiently grand and sometimes mind-fucky landscapes). You could customize which type of spells you could access, and specific ways they interact, but everything else is how you use them in context (and there would be a magic/element interaction system a la Magicka). The actual setting for how this all makes sense and can include a single player element and have these slowly repairing landscapes requires getting into some lore/bigger idea type stuff, which I'm not sure anyone wants to hear right now.

I think I'd make a persistent-world zombie apocalypse co-op game or MMO, complete with:

-To-scale playable zone of one or more of the 50 United States, or the entire country, or another country, or multiple countries. Hell, with a big enough budget, we'd have the whole world playable
-Fully destructible environment, provided the means are sufficient
-Fortification system that allows players to make their own base out of whatever they find
-Vehicle customization that lets players drive any vehicle and modify it how they like
-Character customization down to shoelace color, where placement of items on the outfit affects how quickly that item can be utilized
-Crafting system that makes use of almost anything one could find
-Human needs system (hunger, thirst, sleep, waste disposal, etc.) that keeps players from just hiding, but doesn't have them running out into the city for a bottle of water every twenty minutes
-Leveling system that reflects characters' increasing proficiency with the weapons they use, along with proficiency in non-combat skills
-Combat system that features a different skill and fighting style for a large amount of different weapons, i.e. a sledgehammer isn't used the same way as a fire axe, nor are a riot baton and kitchen knife
-NPC's in their own factions that, depending on player behavior, treat players differently, as well as other factions
-Ability to toggle whether there are a finite amount of rations, munitions, NPC's, and zombies in the game world
-Resource replenishment system such as farming for food, purifying water, reloading ammunition, and childbirth for new NPC's

(this is an idea I started a long, long time ago... back at the dawn of Battle.net in the late 90s)
I'd want to build a multi-genre, multi-client science fiction war game. You could play it as a real-time strategy game, complete with custom maps, resource gathering, full zoom function from satellite feed to ground level, et cetera. Hell, if I could get the rights, I'd want to base it loosely off of Supreme Commander. That would be the big, overarching basis for the game. The twist is that you could log in with a different client, and play the part of a unit within the RTS.

Players logged into said clients would choose what unit they want to be, then queue up to be built by an RTS player, first come, first serve. They could play anything from a combat flight sim to an action slasher, and the RTS commander's orders would simply appear as objectives on their HUD, to be obeyed or ignored as they see fit. One could also attach a leveling system to accounts, giving access to better equipment, more complicated skillsets or small buffs to accuracy, speed, et cetera to someone who has made X kills (player kills being worth more than AI unit kills... and players being indistinguishable from long range without taking time to scan them) as a certain unit.

Not sure how well it would do... but hey, I've got a billion dollars to blow on a long-held dream, right?

I'd like to see a space game that features ship to ship combat based on submarine tactics from WW2.

It should also be in the space western style of Cowboy Bebop, Trigun, Firefly, etc, just with more Das Boot.

I'd like to see a twitchy shooter done in the style of UT that features robot on robot combat. The robots should be sort of cutesie, sort of badass.

Only the robots are hyper detailed and made of thousands of physics objects, and the game has hyper realistic ballistics. So you snipe an enemy with a .50 caliber sniper rifle, and you're treated to some sort of slow motion, ultra-visceral, part explosion that would be absolutely disgusting if it were actual organs flying out of a human target.

But because they're cute robots, the game is rated T at the worst for "Comic Mischief" and your sales are greatly expanded.

My original porn game suggestion can wait.

Purchase the 40k license and create the most epic RPG evar based on the 40k license, with you as a Space Marine that can literally go down any path.

Or

Steampunk mmo/tps all consoles game where massive battles take place between gargantuan tanks, airship armadas, or on the high seas in industrial cities. It'd have a starwars battlefront style gameplay and the huge amount of players of an mmo.

Wow, humm...

A Warhammer: Total War RTS. I'm honestly suprised this hasn't been done already. I mean Firewarrior on the PS2 proved that Relic could make a good game where you didn't primarily play as the space marines and tbh I'm kinda bored of them making purely 40k based games. Where's the love for Fantasy?

If I could get Nintendo and Retro studios on board... Metroid V. I actually had this written out to a fair degree once, but all I can remember is that it involves Samus going against the Federation and just going totally rogue, and with the proper funding, I'd like it in the style of the Prime games. Or just say 'fuck it' and keep it a 2-D sidescroller.
