I think a more fitting punishment would be many hours of community service, particularly cleaning kennels at animal shelters and other pleasant jobs like that. Paying a fine sucks but forcing her to dedicate her own time for months to do something unpleasant will give her more time to think about what she did and why it was wrong. The fine is harsh but it ends quickly and she will probably not care after a month or two.
I mean, if she had two work 16 hours a week for a year she would have a lot longer to think and also provide a lot more good for the community then just handing of $6,400 does.
