I Disagree with that. Sure its harder to start the game than ever but its not like you have to buy the items and the drop rate is massive. An hours play a day normally squares you an item. Plus with trading and crafting your there in no time. Just don't care about hats. But then... you always start caring about hats! LMAO!

If you look at the set perks you will see they are very broken
Oh ya the hats give no stats alone but when mixed with a set they can give +20% damage or you cannot be killed by head shots
And your a fat lair when you say the drop rate is massive it takes a month for a person to get a hat(random hat) and that's if they're lucky
Ya if you get into this game it cannot be played without paying extra

One thing, that set you mentioned is for the Sniper, and while it -does- grant immunity to head shots, this is somewhat balanced by it's requirements. The set bonus means you need to wear the entire set, which includes:
The Sydney Sleeper, a Sniper Rifle replacement that cannot perform headshots on it's own, but instead when charged causes the enemy to take damage as mini-crits for a short time from all enemy sources.
Darwin's Danger shield which provides +25% health.
And the Bushwacka, which deals full crits rather than mini-crits on a target affected by the Jarate or the above mentioned Sydney Sleeper, not to mention that imparts a 20%
vulnerability to fire on the Sniper himself.
Most of the sets work on similar lines and do try to provide downsides to whatever functionality they have so as not to be merely 'upgrades' to the standard weapons, more that they provide different ways of playing for the player. Although arguably this doesn't often work very well, but it usually gets sorted when the devs do enough tweaking.
Secondly, for a new player, the first batch of unlocks, i.e. the standard class unlocks are obtained rather easily by simply completely a set number of achievements. Otherwise, while you can get a bad run of luck and not get any drops for a while, you aren't going to be crippled by not having those unlocks.
As for the cosmetic hats...there shouldn't really be such a fuss over them, but they don't do any harm either, they're just hats. It's just fun showing off a new one, and something a little special because they drop so infrequently. (Of course, some people get luckier with this than others.)
As to the OP. Jump right in. While there has been some progression, and I use the word loosely in terms of one-time events, the core game is pretty much the same, Capture the Flag, Payload (escort), Capture the Point, Arena. You shoot things, people get dead or gibbed and often both, you occasionally may get a new toy with which to blow people up differently or even a hat.
Seriously though, the people whining against all the inclusions remind me of all the dillweeds crying to have Vanilla WoW back :/
