Doesn't look like the Riddler will be in The Dark Knight Rises: http://www.escapistmagazine.com/news/view/104781-Nolan-Puts-Official-Title-on-Third-Batman-Flick.
Anyway, I think that Johnny Depp and Jim Carrey could have both pulled it off. Before the movie The Number 23, I couldn't really imagine Jim Carrey in a more-serious kind of role. But after seeing the movie, I think that he could be a good new, more-serious (and darker) Riddler.
On the news that Riddler won't be in it, all I can say is,
Good. Now, it's not that I don't like the Riddler as a villain. I actually do. It's a great concept for a villain, especially as someone who makes a good intellectual match for the World's Greatest Detective. But the whole thing with the madness and style of the character reminds me way too much of the Joker. That's the issue I have with it. He's too much like the Joker, just after we got a surprising command performance that will go down as one of the better villain portrayals in cinema. My guess is that a lot of the Riddler talk came from fans who loved Ledger's performance so much that they practically demanded a villain/actor combination that could produce something that "lives up" to that performance.
I would rather see something that more logically fits into the plot of the whole over-arching story at this point, while also choosing villains recognizable enough to casual Batman fans. I don't think Hush, GWS, or Black Mask are known enough, so my vote would have gone to the Penguin, but apparently he's out, too. The other problem is that Nolan doesn't really want to do anything supernatural or scientifically unsound, so we won't get characters like Mr. Freeze, Poison Ivy, Killer Croc or Clayface, either. I do like the idea of Catwoman in the movie, but I don't really know who I would cast. I wouldn't be surprised by Harley Quinn. In fact, I would guess at this point, considering that we saw so little of Two-Face as a villain in Dark Knight, that the duo of Quinn and Two-Face almost seems to be the most logical. Dent didn't die. The Joker's doctor at Arkham goes insane and falls in love with him and tries to avenge him, and becomes Harley Quinn. Perhaps the Joker even knows where Two-Face was planning to hide and tells her from Arkham so that they could spread more chaos together. Anyway, that's the idea I've got for that.
And I've just got to say this:
