Ragnarok2's Final Wave Cannon from R-Type Final.

To do it, hold down Square for a while until your charge bar says "Final", then kill everything on the screen. Everything. That includes boss monsters.

Wrong, if you put one man army on there, no need to spawn again, just keep going till you nuke em.

I still fail to see why the extendo-tentacle is overpowered? it is far too slow to be a valuable asset to me, I can do 3 times the amount of damaging by chaining up my bladed strikes.

I think of two:
Loveably Overpowered: The BFG 9000 from Doom. Even if the enormous green energy ball doesn't hit the enemies, they still take loads of damage. My record for beating the Spider Mastermind with the BFG 9000 (which I timed upon his appearance) was 3 seconds.

"GAAAH THIS IS ANNOYING" Overpowered: Shao Kahn's plasma hammer in MK9.
It can't be blocked, it can't be crouched under, it's ridiculously fast, it instantly stuns you 100% of the time, and when it stuns you, it's followed usually by another plasma hammer, so you're stunned for even longer. Hell, I've had it to where the cheap bastard spammed 4 in a row, and by then I had about 1/13 of my health bar left.
Yes, Netherrealm, he's supposed to be a hard boss, and I can understand that, but I don't know why he has to be so cheap.

Morrowind is ripe with these...
-- Talking mudcrab. I now have 500,000 gold ^_^. Buy all my levels.
-- Make potion of int.fort. take it. Make another. take it. make another. wash rinse repeat. Int is now 6000. Make whatever pot you want. They're all broken now.
-- Sword of white woe in Balmora...
-- %100 chameleon. Works in Obliv too.
-- Blatantly theftable master alchemy set in Caldera Mages Guild.
-- Paralyze anything. Spell, weapon, scroll, who cares!
-- Breton + cuiras of Saviors Hide + Boots of Blinding speed = Speed 240 - 300 and magic immunity!
-- Redguard adrenaline rush. No really, that ability was insane right out of the gate!

Ionic Drain in InFamous 2. Just jump into the middle of a group of enemies, press down on the d-pad and enjoy the free healing and electricity refill. It's especially good because it stacks with Bio Leech Overload, which gives you unlimited electricity for a short time. Any enemies you didn't kill? Blow them up with rockets. Lots and lots of rockets.

If any of you ever play Garshasp every combo sept the left click, left click, left click. All the combo in this game end in a giant AOE attack which knocks all foes over.

A lot of attacks in Pokemon Black/White feel overpowered. In particular the fighting move Double Kick seems to do an insane amount of damage- I routinely use it to knock off three quarters of an enemy's HP against anything that isn't resistant to fighting attacks.

Although they've toned it down from the earlier games Psybeam is very over powered in the early stages of the game, where it can KO many other pokemon in one hit.

Invisability in Obliveon. Ok it does no damage, but you can spam it to take no damage. Attack, use your mana up with your highest damage spells, go invisable. Wait to recharge, repeat. No damage taken.

well 2 games come to my mind:

KOTOR 2 Force Crush, enemies can never resist this ability, it does alot of damage, you can spam it on same enemy and the enemy is stunned all the time when you spam it

Mass Effect Singularity & Lift, these abilitys arent that strong at start but when you level them up abit it makes insane difficulty feel like casual

Kingdom Hearts 2 - Sephiroth's normal attack. Takes off half your health and he can do it when he's literally a mile away from you because his damn sword is so long.

Damn you Sephiroth!

Actually it does 30% over time. The OP part of it is that when a carry dies to it, the fight'll be 4v6. Ouch.

I'll have to say it's a combination of 2 spells from the same game: Malzahar's Null Zone and ulti combined will burst anyone from full health to at least half. Combined with surrounding teammates and that it's a suppression type spell (only way to escape is buy quicksilver sash), you'll have a dead enemy/teammate.

Pretty much just Lu Bu from Dynasty Warriors 4, and the early levels in the single player of 7.
You do pitiful levels of damage even with your strongest attacks, while some of his weakest are one hit KOs.

Zoom Lens, combined with a PP-Maxxed Thunder on a high level Luxray in GenIV.
Absolutely destroy pretty much whatever you feel like that day.
