Anyway, the point of my statement was that even if Obama says the Senate should do something, if they don't then Biden has a higher authority over Senators than Obama does because he's President of the Senate and thus of higher rank in legislation than Obama, who is an executive (I know both are executives). Representatives and Senators alike will listen to the President in these dire times, but in easier times, the President would have to ask the vice President to get legislation moving.
