This isn't only about animal cruelty. Yeah your right, humans do suffer for no reason everyday, and someone is going to suffer by her hands eventually because she is CLEARLY a Sociopath. Our law system NEEDS to start recognizing that animal cruelty of this degree, is a pretty clear sign of escalating criminal behavior. A LOT of serial killers get their start by torturing and killing animals, and yet all that animal cruelty really gets you is in the grand scheme of things a slap on the wrist and a judge telling you to "not do it again"
IMO if you commit Animal cruelty, you should be put on a "watch list" and I don't really care if that may be considered by some to be a "breech of privacy" because really now, you shouldn't hide behind some laws, whilst breaking others.
Edit: I see some people here are taking up the stance: It's more important when people die, because we're people...what kind of sense does that make? so is it more cruel when a Gorilla dies than a puppy because it's genetically closer to us?
This isn't even so much a matter of species, it's a matter of it essentially being infanticide in a cruel and senseless manner, something like that, regardless of species is significant. Sure there are worse things, but it's not a contest, and to make it one is ridiculous, because the worst example you could POSSIBLY think of, is STILL not the rock-bottom of cruelty for any species. it's about reacting when something you see or hear or read goes against what you believe, it's what caused you to pick the examples that you did, and it's what is driving this conversation/debate forward.
