Man has free will (the extent of which is debatable), and man is not bound into doing "good" or "evil" he is allowed to choose. Man makes evil if he chooses to do so.
As far as why he would allow you to choose:

I can actually answer that one. You see, part of what makes us human is Free Will, the ability to make our own choices. Unfortunately, part of free will is living with the consequences of our actions. Evil is the result of negative choices on the part of humans.

The follow-up question to this is always "So why does God let us do evil things?"

The answer to this is that it's the same as if you and I were the only two living creatures left on Earth, and I told you that you were my best friend. It wouldn't mean anything because... well... it's not like I have any alternatives. God wants us to love Him, which means following his plan for us, but if we don't have anything we can choose instead of God, then choosing him wouldn't mean anything.

The short version is that without evil, we couldn't really have good.

No, the fallowing question would be...

"and so what evil do we do that makes tsunamis, earthquakes, tornadoes, hurricanes, asteroids, solar radiation, and all the global pandemics that have wiped out several billion people over the last few thousand years?"

Even if 'evil' is created by mans free will, god is still cold hearted prick.

Yup, cause you know I like God to stick his nose and hand in everything I see, do, hear, touch. And He likes to do it too.

Personally I believe that he likes to leave us to our own devices. He'll look in time to time but I dont think he would want to be the overbearing parent constantly looking over our shoulder.

No, they just give you a choice and in the end, God really does know what you will choose.

He gave Adam and Eve a choice to listen to him, or blow off his only rule.
Guess what? They blew off his only rule.
Therefore, God is not evil. He just gave us a choice between good and evil, and we chose evil.

You forgot God's supposed omnipotence. He then therefore knows and planned what you will do in your life.

So what about the black plague? My point wasn't about evil, its about god being a prick, getting rid of the smallpox virus isn't overbearing. Letting it slaughter over 200 million people however, is being a prick.
