I think everyone is missing the point of the article, that was the cop said he didn't want to restrain her with handcuffs because he was concerned he may break an arm or something. Imagine that; they go to hold her down and use cuffs and she comes away seriously injured. Really, i'd much rather the quick jolt and no permanent damage than having something serious happen to the girl because the police wanted to be 'morally correct'.
In all seriousness, it's the mother's fault for allowing the child to be so unruly in the first place, there must have been signs of ADHD or some kind of disorder and this should have been addressed IMMEDIATELY. That shit affects kids through to their adult years.
I would say it was atrocious she even decided to call the police at all, but with no husband it may be difficult to get the child to calm down if she was throwing a tantrum for over an hour and possibly being violent toward the mother. I did absolutely burst out laughing at the fact the CHILD IS FACING DISORDERLY CONDUCT CHARGES. WHAT THE FUCK?
