Since no one would be happy being ruled from anywhere besides their own country I say we build a sweet ass space station and let it be ruled from there. It is neutral ground and fucking badass anyway. Think Citadel from Mass Effect.
I do believe that the UN building is considered neutral territory. I think it officially belongs to no nation. Also, World Leaders and their representatives are generally given Diplomatic Immunity. Hell, I think even the children of diplomats are given diplomatic immunity. Basically Kim Jong-il could walk into the New York subway with a shotgun, shoot someone in the stomach, and the local police couldn't do anything about it. Unfortunately, that dream won't be realized until space travel is much much more simple. Mundane even. I think you're just being nit-picky. That's obviously not the point, the point that he's trying to make is that we'd probably set up an entire territory (my money's on somewhere in Europe) specifically for being an international hub city, where everything connects and where everyone is a citizen.
