I doubt that the country would send the army at police officers refusing to work, and I similarly doubt that military police would do so. They're not exactly going to charge into all of the cops' homes and jail them, that would be pretty counter-productive to getting them back, unless it was a small strike I suppose. Instant unemployment is also counter-productive to trying to get police back on the streets.
