There's a difference between the responable use of cover (as your stratagies indicate) and hiding in a deathmatch in some cheep place gunning down everyone who walks past your sights (camping). If your the last alive on a time, sure; hide. It's the smart option. It's not so much camping as real sniping, like you say. Camping is about making sure you cannot be seen in a deathmatch situation, and picking off people who are simply in the high traffic area you chose to camp. Just becuase you don't have the patience or mentallity to be a team player who takes things slower and isn't the star of the show don't ***** about how others play.
I think camping with Snipers and Engineers is okay, becuase its not good strategy for them to constanly runnining around. They are not made to be played like the Heavy or Soldier.
