To me, bad-ass ≠ accomplishments.
It means the ability to laugh in the face of danger, fight on even with the most ridiculous wounds, strike fear in enemies at the mere sight of them, and take on the most absurdly powerful and/or numerous enemies while being cocky about it.
Not every character listed has that. Cole can laugh at enemies but they're not afraid of him and in the end, he's just a soldier. Secret Apprentice pulled down a freaking star destroyer but no one fears him and he's not really all that cocky. Master Chief may be a one-man army and the enemy fear him at fight, but he's never cocky about it (and shouldn't be, he's a soldier) and his bad-ass lines are few and far between. I don't even know who Atlas is.
So my rating goes as follows:
1) Dante: yes everything he says it cheesy and ridiculous, but that IS bad-ass
2) Kratos: close second. He should be more cocky. After all, he has killed numerous gods by now
3) Master Chief
4) Cole Train
5) Secret Apprentice
?) Atlas

Am I the only one who finds Kratos to be an idiot? Don't get me wrong there's great entertainment value to be found in the GoW series, and it's a solid game... but when I watch Kratos I cringe at his stupidity.
So far his arrogance and lack of foresight have gotten his family and village killed, his boss killed, Athena (an ally of sorts) killed... himself killed, his powers taken away. God of War? He's the God of Stupidity.
Again, it's a good series, but I can't help but see him as an idiot.
