Yes. The dark days of rules-only books are long gone. The 5th edition books are the best ones since the 2nd edition. Roughly half of the content in the Codices is background material specific to that race, and even the rules sections contain a lot of info on the universe as well. After having reviewed it, I can say that they went overboard. Yes, it is costly, but COME ON! Even I think that they went too far!

Ah, and I can take 30 Death Company models. Yes, the ones with Relentless, Furious Charge, Feel No Pain and Fearless.

Yes, there's a shit-ton of dice rolling, but mainly for combat. You roll to hit, then roll to wound, then the target rolls to save.
