Yes. The dark days of rules-only books are long gone. The 5th edition books are the best ones since the 2nd edition. Roughly half of the content in the Codices is background material specific to that race, and even the rules sections contain a lot of info on the universe as well. And they're pretty thick books as well.

In addition, the rulebook also has a lengthy portion devoted to the universe in general, and smaller sections on each race. Be advised, though, this is for the main rulebook. The rules booklet you get in the Assault on Black Reach starter set is much smaller and has no background material.

The are harder to play than Space Marines, but for the love of god I can't UNreccomend Space Marines enough. They're army is decent I guess and even I like they're fluff but there are a MILLION SM players. Far Less Daemon Hunters, but still. BTW I wouldnt recomend DH... they weren't even acknowledged as an army in the 5th rulebook, and if you really like them, go IG and just throw a few of they're units in instead of making a full army of them (You can mix and match IG/SM, Daemon Hunters, and Witch Hunters).
is it possible to also include some blood angels into the mix?
I just got the new BA Codex yesterday. Since they were my first army, and we haven't had a decent Codex since Angels of Death back in the 2nd edition (3rd ed. had a bloody 20-page panflet, 4th had a FUCKING PDF FILE!) I was excited about it.

After having reviewed it, I can say that they went overboard. Yes, it is costly, but COME ON! Even I think that they went too far!

I can field 11 Dreadnoughts? Thanks! Oh, and what's that? I can have a Librarian Dreadnought? With a strength 10 Power Weapon? And it can FLY?! Awesome.

Oh, that Land Raider? Why yes, it does have Deep Strike! And yes, that Land Speeder does carry 12 models and a Dreadnought, thank you for noticing. What's that? That character gives me a re-roll to both to-hit and to-wound when fighting against your general? Yes, yes it does. OH and all my vehicles are now Fast, by the way. Ah, and I can take 30 Death Company models. Yes, the ones with Relentless, Furious Charge, Feel No Pain and Fearless.

Ah well... I guess they wanted to make up for us not having an army for over a decade.
This is what happened last edition, and I hate it. Black templars and vanilla marines are now left in the dust by the other non codex chapters.

A-Freaking-gain.

"if you do not wish to fight then your better serviced on the firing line!"
Imperial guards are the better choice ;)

That is the usual compulsory minimum force, but under the Combat Patrol rules that I linked you yesterday, you only need a minimum of two Troop choices. HQ is optional.

From personal experience, I can really recommend an Ig / Grey knights mix - playing an army that enters play with three valkyries loaded with the min. troops, and everything infiltrating / deep striking (whoever said us Imps suck at close combat, my flamers disagree)

I'd personally go with a Tau army and try an all Kroot horde, but that's just me.

Yes, there's a shit-ton of dice rolling, but mainly for combat. You roll to hit, then roll to wound, then the target rolls to save. You don't need to roll for movement or anything like that though.
