are exactly that ones who (in reality) stand in a crowd around an uncouncious person and would not even give basic life support because they they are not yet finished with starring
and when the ambulance arives they all start to give the medics their "very" helpfull advices in how to treat the patient
i worked as a paramedic for a year and i know people just act like that

Ah, a classic example of the old bystander effect. [http://en.wikipedia.org/wiki/Bystander_effect] My personal motto is "Always try to help if possible, even if there are others present." You can't just stand around in a crowd and expect someone else to do it. Because everyone else in that crowd will likely also be waiting for someone else to act.
