Bias is inherent. If you have any opinions at all that is. The only way you can be free of bias is through complete apathy. Your second point is a better gauge I think, unwillingness to see things from a different point of view. Open-mindedness can help to serve as a measure of a person's intelligence, their ability to take their own values and reconsider them to verify that they are in fact valid. Ability to think beyond the limitations of cultural/societal boundaries may also serve as a fair measure, though that is pretty much the same thing.

Regarding your example, however, there are many problems with compatibility between religion and science. The problems leap out at you as soon as you start reading a holy book, because they tend to start out with a creation story. Seeing as many people tend to believe their holy books literally, and science tells us a very different story for the way we came into being, we have an issue there. Science is intended to be about open-mindedness, and willingness to change the way we view reality based on observation and discovery. Religion is intended to be a constant mindset, unwavering regardless of the events that transpire.

By virtue of the very dogmatic approach that religion tends to have on reality, such as claims to moral objectivity (ie: We are just, if you disagree with us, you are unjust) and claims to the age of the earth and the creation of humans that contradict the facts that we have which strongly indicate a much older earth, and the evolution of humans from apes, I think that it is fair to claim that religion is far more closed-minded than is science. And by your very own standards, that would place the mindset, and those who possess that mindset into the "unintelligent" category.

Of course intelligence itself is subjective, and really attempting to define which people are and are not intelligent is really an enormous waste of time. Ignorance is more objective however, and we can combat ignorance with education, which is not a waste of time.

For those who actually possess the mindset that they are smarter than average: nearly everybody (>50%) of people believe that they are smarter than the average person. Ironically, your ego is also average, just as your intelligence is likely to be.

In answer to the originally posed question from the OP: Take the safety labels off of everything.

We could take the Sparta approach. When they become (slightly) older, if they do not show potential for great intelligence, leave them out to die.

Make it so if you want to breed, you have to be able that you could handle such a task, and provide a suitable home, as well as a suitable education.

If you want to weed them out quickly, I suggest reading the news.

Such as the parent who wants the dictionary to be removed from the school for "bad language".

Alternative result: We'll be cast back to the 19th century: Rich upper class minority owning factories and stores while the poor lower class majority is stuck sending all family members to work for 10 cents an hour, 10 hours a day, 6 days a week and Sunday they have to clean the work area for free. Wife and children will earn less.

License to vote.

License to purchase alcohol and cigarettes.

Limiting people's votes and opinions in terms of IQ.

Massive penalties inflicted by negligence.

License to file a lawsuit.

No Welfare

Mandatory IQ tests required to get into ALL jobs.

Failing too many of those jobs means you are put into the non-working population and therefore reserved under "disabled."

Well a few minor things might at least take the idiots out of everyday society.

-If you fail the driving test 3 times, you are never allowed in any vehicle that can go above 5 miles per hour.
-Those who drop out of high school are intermediately sent overseas to the front lines of whatever war we're currently in at the time.
-Those who graduate high school are either given the choice of college or military service of some sort. (unless there is a shortage of janitors at the time of your graduation)


Those are just some ideas. Feel free to add more or complain.

Me and my friend at work were talking about Public Culling Announcements:
e.g., "would all people that listen to music aloud on their mobile phones while walking down the street please report to the red zone",
or "would all people that like putting personalised number-plates on cheap cars please report to the purple zone",
or "would all men that choose to wear colourful bow ties because it makes them look 'wacky' please report to the orange zone". Ayway, you get the idea.

Tell everyone who thinks that 2012 doomsday is real, that there is a secret government spaceship buried at the bottom of an active volcano, and start handing out free shovels, made in death camps by those who watch a lot of reality television. I would also install death beams into televisions to Zap anybody who spends more than 2 hours a week watching Jerry springer, or Fox, or judge judy.
The rest would serve in my army of doom as we march across the landscape.

simple. Have everyone over a certain age take an IQ test. If they have an IQ of a pre-determined benchmark the they are free to reproduce. If they fail then sterilize them. Simple, easy, done.

Also, to keep the next generations in line I'd reinstate the policies of the 1950's. If the kid is acting stupid, give them a little love tap.
