Terry Pratchett's books are always a good read. Top Gear is a love-it-or-hate-it type of thing, and a bit more low brow, but I think it's kinda funny.

I also recommend Fawlty Towers, anything of Monty Python, Blackadder and Little Britain. I haven't seen any other British series in its entirety.
As for stand-up comedians: Eddie Izzard and Michael McIntyre are two good suggestions. However: I find Lee Evans to be at the top of this category. That bloke is hilarious.
