The few weeks were a pain in the arse last winter.
Also you've got to remember that:
a) we haven't really been getting more than one or two days of snow a year until recently, really - as such this is unusual and we're not as prepared/used to it as scandinavians would be.
b) A lot of our roads are country roads on which snow can cause complete havoc. See a) for why.
In sum, meh. I hope the snow goes away because I don't want to drive in it - and it's bloody freezing in the West Midlands I don't care what you say - but I don't think the BBC or people in general really make that big a deal of it. It's more of a novelty than panic.
Also I would argue that while it is true that the British mentality is to complain, no-one, themselves included, really takes complainers seriously. It's been good-natured grumbling, mostly.
