I haven't had any problems playing up to level 62 on Master difficulty.
Open combat with a sneak attack Bound Arrow.
Switch to sword & board against pure melee opponents and archers,
Or spam dual-cast Thunderbolt spells against casters and dragons,
Or if there are too many powerful foes to handle directly, lay down elemental walls and kite them through it.
And always kill casters first.
Ancient dragons and Death Overlords die in less than 10 seconds. They can't handle my lightning. Melee weapons are even stronger if you fully perk and upgrade them. An optimized character with a sword can 1-hit anything.
The hardest part for me was level 1-30 since I was perpetually out of mana. Once I got 100 Enchanting and 100 Smithing, crafted Legendary Dragonscale armor, and could cast Expert Destruction spells for free, the game became too easy. I actually appreciated the no-resistance bug because it made dragons an actual threat rather than overgrown cliffracers, and let high level casters 3-hit-kill me which felt dangerous enough to actually use the Shouts that I had mostly forgotten about (Slow Time specifically).
