I'd take the shot, and then call in an artillery strike on the now deceased targets location... just to make sure
A special round? That's completely idiotic and defeats the entire purpose of there even being a sniper. Why not just carpet bomb the area? As such, I'm going to answer this question using proper logic and real world physics.dragonslayer32 said:

I gotta say, this was a really quickly thougth out thread with very little planning. How about this:
Your target makes very few public appearances and his security team is military. it is too risky to attempt to take a shot and there are no good angles or views. You'll have to set explosive charges on a road that he travels in his armored car to make a speech. However, you receive knowledge with two minutes to spare that the dictator has children in the car with him as collateral. What do you do? Blow the charges, or let him drive on?
THe shot idea was interesting, but the idea of a sniper taking an exploding bullet onto the field is improbable, especially on a stealth mission. You would use a bullet with just a high enough calibur that it could penetrate and kill. As little trace as possible.
Even better: steal and use an enemy rifle! If an american bullet is found, there could be trouble... If a bullet from that country is found, no traces

Under the premise that I've been through all that training to be a pro sniper and am convinced this person should die else I wouldn't have accepted the assignment.
