Jousting, if your going to give us horses in a medieval time then i want to joust and i like the idea of a cape
It's overhyped for a reason. A less vague stealth indicator.
Maybe a stab attack? Just for aesthetics. Because I prefer stabbing animations to slashing.

More detail and variations in Forts and Ruins. Perhaps some more house modifications.
And like everyone else said, rare Armour actually being rare. Also, if you're going to make armour worth $15,000, make merchants who have a supply of cash close to that. Or make them earn or loose cash based on why we buy/sell from them.
And finally, a nice cliff area for me to stand and curse at the Gods when I fail.
Also, like Gavo said, make assassinating people easier, and actually getting into the place and getting to their sleeping beds without them waking up, harder.
Make the dungeons more variable and interesting. There were like 3 variations of dungeons: forts, ayelid ruins, and caves, and they were all kind of samey anyway.
Also, why are there so many ruined forts but barely any active ones? Soldiers are always talking about being stationed at forts, but they seem non-existent.

What the crap are you talking about? I tore through the game with two characters who were stealthy archers... If you suck with the bow, you might want to try aiming a little higher. If you sneak when you shoot enemies who haven't noticed you yet you get a 6x damage multiplier too. So you just suck man. Bows are the heat.
It's supposed to be a disease. Also, if you do things during night you will get pretty pretty big bonuses. It's a different play style. It's just a pain in the ass and the bonuses aren't good enough to warrant the frustration. Try not sucking at games, it's a different play style, but hey, it is an RPG after all...7.Vampirism was more of a hinderance than a privelege. Fix that or omit it completely. Leaving it in the game like it is is just lame.
Might be feasible by the time elder scrolls V comes out but we might need to wait till 6 or 7.1. ALL of the Empire. Not just Tamriel or Morrowind, but the whole empire.
