Liberty = free settlers and workers. Always handy, right?

The scouts should stick to the hill there. If the barbarians get adjacent to them, attack. The scouts have the defensive advantage on the hill, so if the barbarians decide to retaliate after that, the scouts probably won't die.

Also, isn't it 5 policy trees?

Ehh, attack with the scouts, then fortify+heal on that hill. Get 'Survivalism' if they level up. And why is Geneva in such a bad way? Well, it probably doesn't matter, so don't bother getting a closer look. Just keep going in the direction you were before with those scouts once they're at full HP.

As for technology, the Calendar will let you make use of those luxuries west of your city. Might take a while, but it'll probably be worth it. Keep one for Happiness, use the second if you need something to trade.

And one for wheel, one for mining, and one for calendar.

(Also, Geneva's unhappy because the pathfinder derped and my scouts stopped inside its borders. >_<)

Mining. You don't have any luxury resources nearby that require Calender and, even if you did, no Workers to construct an improvement. The Wheel will be handy in a bit, but mining is necessary for strong production.

While RagnorakTres is wrong in that we DO have nearby Spices (which requires Calendar), he still broke the tie in favor of Mining, so mining we shall do.
