EDIT: Ah, there we go. I'd be a lesser known person, Cordelia Ransom from the Honor Harrington book series. Besides being in charge of what the Mob that is the People's Republic of Haven thinks (she's the minister of Propaganda), she can have people killed or sent to the prison planet Hades (called Hell by most, though) on a whim. She's also the series only truly evil character. Weird part is,
she died at the end of the 7th book (there's 11 books total)

I would have to be Archimonde from Warcraft. Teleporting around huge areas, changing size and having a big fat thing that speaks broken english as a pet would just be awesome.

Are you implying that Stalin is a villain? Not so, my friend. A villain implies that they have done nothing with good intentions or have only taken lives, not saved them.

Also, he killed more than twenty-million people. Beat that.

Hmm, fictional villains can be pretty cool, but its fiction, they always end up loosing.
Still, I'd enjoy my time as Roy Batty (I want to see the things you couldn't possibly imagine :3).

Problem is there aren't very many real-life figures that could be unquestionably classified as a 'villain', Stalin being one of those exceptions. All the same I'll stick with fiction.

Since behavior is presumably determined by me, powers and voice are the driving factors, and few figures jump to the top of my list faster than the charming virus Megabyte from cult-favorite CGI cartoon Reboot. He's physically the strongest being in the entire system, can infect and control just about any living thing he touches, he's cheated death numerous times and was voiced by the late honorable Tony Jay, what more could you want?

Vergil from Devil May Cry. Not only does he have mad katana skills, teleportation, and inhuman strength/speed, but his hand seems to have hair gel-dispensing properties. He can make his hair go perfectly into place just by running his hand through it.

Also, it seems that his clothes/skin regenerate instantly, and are bloodproof.

In the end of Devil May Cry 3, Dante slashes Vergil in a way that should have chopped him clean in half. Not only do Vergil's upper and lower half stay in place, but his clothes remain spotless, despite all the blood flying around.

Mao Tse-tung, 70 million people (counting famine victims from the 'Great Leap Forward' ah, Communists are always so ironic)
I had Mao be spelled ze Dong and Tse-tung and I can not happen to remember which was right(my guess is that you are).

Anyhow, he is the reason I laugh when I see someone on youtube post 'Rotfl Mao' or 'Rotflmao' or however those fools say it.
