Here's the primary difference in Halo, I feel. If you're allowing the other team/players to run toward the power weapon that is most likely to dominate in whatever map you're in, it's kind of your own fault. You should be fighting over that power weapon as well, and even then, the shift in power is not going to last that long. Limited ammo and such. Granted, I think there should always be a counter (aforementioned bubble shield kill is a great one), but they do exist already in Halo.
The rockets, sword, and shotgun all have the same weakness: they're all generally close-range weapons. I stand by my zone of control statement. If you stay a good distance away from a rocket user, and dodge properly, he usually won't hit you. Hang back and use a sniper rifle, or, barring that, the BR or Carbine. Someone with a shotgun or sword won't even have a chance if you're at mid-range.
