I'm going to go with Roland Deschain. Everything about him just appeared cool to me, except maybe the whole ageing thing and the ending of the final book.
This right here! It's a toss up between him and Oy. That billy-bumbler is a true badass. And the end of the final book was thoroughly depressing.
Haha, Oy was cool. The ending of the final book annoyed me because it felt so weak. Then again, I admit it was probably hard to make a good enough ending to fit how good the story was.

Maybe not the greatest, but Cal Lightman from "Lie to Me" is pretty awesome.

To explain why the best I can, he's ALWAYS interesting to watch for me.

READ THIS BEFORE POSTING!
What I want you to tell me is who you consider to be the world's best fictional character, and I want you to do this objectively. So keep in mind stuff like how well written s/he is, how three-dimensional s/he is, and so on. I guess what I'm trying to get across is this: Don't pick somebody just because he kills people in cool ways. There's nothing wrong with picking somebody who kills people in cool ways, of course, but you've got to take personality and other factors into account as well. Don't misunderstand me, now; it's perfectly possible for an X-men character to be better than a Dostoyevsky character. It's fine to pick somebody like that, but make sure there's something about your character that makes it clear s/he's great. Or in other words, there's nothing inherently wrong with picking a bad@$$; just make sure there's a reason that you picked that particular bad@$$.
You might want to define what you mean by "best."

How does one determine if a character is well written?

What does three dimensional in terms of a fictional character mean?

This isn't directed at me, but if I had to hazard a guess, I would say he was hoping to stem the deluge of (as an example) "Sephiroth. Because he's a BADASS KILLING MACHINE!"
It's slippery slope though; everyone's favorite character is going to be purely subjective anyway.

That's my guess.

On topic: I actually like Delita from the original Final Fantasy Tactics.
His character actually does a good job of characterizing one of the most basic flaws of human nature. He's an idealist who accomplishes his mission, only to lose sight of it entirely and ultimately becomes what he hates.
So he becomes a complete hypocrite, but it's actually rational. He didn't just wake up one day and went "I feel like being a total prick, because the script says so." like so many lazy stories of our day (Delita's badly written modern counterpart would be prequel-trilogy Anakin Skywalker; whose fall from grace was rushed and completely stupid).

So, Delita may not be "likeable" as a character, and his story isn't that "deep", but I appreciate the humanity and effort Squaresoft put into his character; Makes me wonder where their writing talent went really.

I agree with you. Who else can love you and accept you for who you are? Not Kratos. Not Master Chief. Not Kasumi. Not Lara Croft. Not God.

She remembers your favorite food, and makes it for you when you're down. It's different from your mom's cooking, but it's even more intimate. She worries about you when you're stressed, and knows that you didn't mean to snap back at her; it was the anger talking. She'll wait for you to apologize, and you'll know it from her look. She can hold her own in a fight, because she's a black belt in a hard and soft martial art. She spars with you playfully, just so she can pin you and hold you in the end. She works a high-paying part time job in a very intelligent field (librarian or lab scientist or substitute teacher), and balances it out with a sport (swimming, running, martial arts). She is always happy to see you, and her kisses are always meaningful and pure and alluring.

In your eyes, She is the best fictional person in the world.

She doesn't always drink beer, but when she does, she drinks Dos Equis.

I would have a few choices.

John Marston is up there for sure
however
I would say Spike Spiegel from Cowboy Bebop
he has a fantastic story and you never quite figure it all out so he still has some shroud of mystery about him

Gordon Frohman is probably the best fictional person, his character is extremely complete and he's by far the most hillarous man to ever not live.

There he is pretending to be Gordon Freeman.

While I didn't really like the show too much, I thought Colonel Saul Tigh from the new Battlestar Galactica was a really well-written character, and had a good actor too. I saw Michael Hogan (the actor) in an interview, and immediately I was filled with rage and disgust. Just looking at him made me hate his guts, which says a lot, I think.

I never watched the show to the end, but he probably turned out to be a cylon, and started a romance with Edward James Olmos. The show took such a dive at the third season, I just stopped watching.

Perhaps, but the OP did ask for three dimensional characters, a term one often hears. I was wondering what he meant by that. I assume he didn't mean 3D rendered CGI.

Marvin the Depressed Robot. He always cracks me up while reading especially when
he makes the bounty hunters' ship commit suicide by talking to it.
Marvin is the punching bag of the Galaxy, getting forgotten about by his "friends" for untold billions of years, only to meet up with those same people who left you behind right before the end of the Universe. Although it was satisfying for him to see God's final message about creation before he died.

Richard cypher from the Sword of Truth series. Extremely badass, complex character, who is extremely well written.
Also, Min from Wheel of time. She is such a badass and has an amazing personality.

I like how you put him in the "Best Fictional Person" category. (Specially the "Fictional" part.)
But we were told not to pick a character just because he kills people in cool ways... so he doesn't count ;/

I'm gonna say Ford Prefect from "The Hitchhiker's Guide to the Galaxy." He's adaptable, fun, and pretty good at being British, for an alien.
