Patrick Bateman (American Psycho)
Wait, does it count if he is also the protagonist?
Since I've seen that movie as well, I can say that he counts by all means. At least the villain part.

Well most of my favorites has alreadu been mentioned (drath vader, agent smith, the joker and such).

But I think Aizen, Gin and Tousen from Bleach deserves mentioning. Along with Kid Buh from dragonball and Venom from spider-man.

The Joker from The Dark Knight. Heath Ledger just showed his insanity so well he was just an awesome villain and despite how dark he was I couldn't hate him.

And I mean this one.
Double hell yes.
Also, Sauron.
Boba Fett (not really a villain)
Sylar. From Heroes. Badass.
Sweeny Todd. Also not really a villain, but he slits peoples throats and has a lady bake them into pies. So a little nuts.
Oogie Boogie, from Nightmare Before Christmas.
Obvious one- The Joker.
Mostly Mr. Smith. Nothing can be awesomer than that and not involve NPH on a unicorn.
He's got the awesomest philosophies and monologues.
Plus: "Misteerr Aaaannderson"

Also, I'd like to recognize Cell from Dragon Ball Z. He's evil to the point of flambuoyancy and his arrogance borders on silliness. He's badass and amusing all at once. Much like Pegasus.
Can Buu go in there too? He's a giant pink fluffballs with a childs personality that turns people into assorted sweets and eats them. Where's the bad?
I can understand why someone would put him on this list, but I just wasn't very much of a Buu fan.

In "Justice League: The Tornado's Path", Grundy was awesome. It was difficult to not sympathize/understand him, at least somewhat, even if you didn't agree with his solution to his problem (and I didn't).

Yggdrasil from Tales of Symphonia, too. Just play the game.

Jango Fett, his son sucks because he died due to tentacle rapes, and Jango died to a lightsaber to the freaking head! That's more cool.

Also ant lions....they're so cute.....
I don't mean to sound like a nerd here but Boba Fett lives after that, he escaped and was still alive forty years later. He trained Han Solo's daughter (kinda).

Why has Riku from KH 1 not been mentioned oh yeah because I hated him uhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhh oh I know General Griveous and Darth Maul and Darth Vader, the assassin leaders in Assassins creed and Wanted (the movie).

totally Frank Fontaine. Also the boomers from left 4 dead, although I don't quite know why I think that.

And DC comics paid for this?

I liked Sergeant Doakes from Dexter, even though he's a good guy, and Dexter murders people, so I don't think this actually counts.
