If you're a master Alchemist in Oblivion you can make a health potion just out of a single piece of meat.. I think Venison.

OT: I go by "It probably tastes what it looks like" and I like the idea of strawberry health potions.

Health potions taste horrible. Why do you think there is a cooldown? Your character has to take some time to recover after each one.
