Here is the answer I have posted in about five of these threads:
So you just got out of a marathon-length boss battle, against three opponents at once, no less. Your resources are drained, but you have to keep going - nowhere to rest and restock just yet. Some enemies appear, but compared to what you just dealt with, they're complete chumps and you take them out with little trouble. Then this girl shows up - and while you can't quite make sense of what she's saying, you can tell she's pretty angry at something, and she's about to take it out on you.
Suddenly, bullets. Thousands of them. Everywhere. Nothing you haven't seen before, until she goes into a 'rage mode' of sorts and the background disappears, along with all the current bullets. Everything turns grey and slows down, then suddenly she's moved to another part of the battlefield - and between the two points, there's a rift that bullets are spewing out of. Just before they reach you, the slow-mo happens again, and you realise:
This boss is so hard, the game has to give you bullet-time in order for her to be beatable.
Eventually, she 'times out' and escapes, leaving an item behind. A few more enemies appear, then suddenly she comes back and talks a bit more calmly about what she meant before. But then your character says something out of line, and the music changes...
And you discover that she's going to do the bullet-time thing with a total of four more patterns.
You're playing through the fifth stage of Perfect Cherry Blossom. This is what the stage, with both mid-boss and full boss encounters (it's the same girl both times), actually looks like:
This is on the highest difficulty level, but this player is a lot less drained of resources (lives and bombs) than you will be. Guaranteed.
The reason I have Youmu as my avatar is purely for her role as an actual character. As a boss, she's one of the toughest ones I've ever had to face - every single time, she forces me to use at least one continue. Sometimes even with the first encounter. In fact, Touhou has a lot of bosses that are pretty insane, even by its warped standards. Here's a few more examples: Parsee, Reisen, Sakuya, Aya, Ichirin, and every 6th-stage boss. (And everyone in Shoot the Bullet.)
