I've found the GTA series to be hilarious, and obviously portal, every line is memorable beyond belief

Battlefield: Bad company was hilarious
and I gotta agree with a lot of the suggestions already mentioned... Conkers bad fur day, portal and saints row 2.
Also postal 2... if you have a real sick sense of humour:p

Sam and Max episodes (haven't got round to playing the original game yet). Manic, dry, self aware humour littered with pop culture references. Whats not to like?

Monkey Island comes close at times, but Sam and Max isn't touted as a a sitcom game by some reviewers for nothing.

LBP

or Civ:Revolution

(There's actually foriegn swear words in their jiberish e.g. when you stop talking to your main adivisor he will say "Bay-ah-Kuf" which means idiot in hindu, plus since he says this useally after you just made a choice it makes all the more funny)

Portal, probably the funniest game i've ever played (that being said, "The cake is a lie!" and all other derived jokes need to be taken behind the shed and shot)
Fallout 3 has little funny things hidden all over the place.

There was some pretty good stuff in Time Splitters 2 and TS: FP
Monkey Island wins out all the way though.

Stepping back to the 90's here:
Normality
Shadow Warrior
Blood
Redneck Rampage

These games had me laughing from beginning to end.

I'd have to say: Portal, though there is some funny stuff in Fallout 3
and the Team Fortress 2 taunts

I would have to wholeheartedly agree with those who suggested Saints Row 2 and Katamari Damacy (though the latter made me laugh in a sort of maniacal super-villainous sort of way) but I would also like to add Discworld, Ribbet King, and Mr Mosquito.

The Bard remains a game that no one ever heard of. Probably because it was awful. However, it still had some of the most humorous and witty lines and songs I've played in a game.

Or Portal.

Armed and Dangerous. The gameplay got to be boring later on, and the ending was horrid, but it's still one of the funniest games I've ever played.

Did anyone else find being "Gogglor" in Psychonauts to be one of the highlights? That whole sequence just made me laugh. Nothing like killing orphaned talking fish.
