Are you sure? I got the impression that she had become less ambitious and more compasionate through her dealings with Nausicaa. It's worth noting that all along she had compassion and concern for her own troops. By the end of the series, with her father and brothers out of the picture, and the Dorok empire in disarray, and both empires battered by war she's simply prioritised towards rebuilding her own country. She wasn't so much "ambitious" to start with, but she was hard, pragmatic, and ruthless because that's what she needed to be to survive.
