They aren't wearing anything because THEY don't exist. All they are is an assembly of pixels, or in the video game's case, polygons turned into pixels. They aren't meant to be believable, and I'm not sure if they're even supposed to be likable. But the game is alright, so why complain? Does it make sense in half life that you would build the spire instead of just making a really big office complex? No. It doesn't matter that things aren't logical. Just make it fun, and I won't complain.
