I keep flitting between those 2 and Hendrix, even though I know Hendrix was still the best out of anyone.

Bert Jansch and Joni Mitchell. Joni has something like 50 tunings over her career just to have lush open chord sounds for every song. They are not exactly "incredible" soloists or anything, but their uniqueness and inventiveness can't be denied as being massively influential to popular music. That is why they are top for me
