How about they just pirate that stuff and dont give money to someone entirely unrelated? Same result for the developers.
Seriously, it might not directly hurt developers, but its just money flying in random directions. Of course developers are gonna want to catch that cash.

I had a soldier that had been an UFO breacher for every mission and managed to survive for 15 missions or so, a total badass. One mission, she gets shot and dies.
Next mission, and I give everyone explosives and destroy the map.
If you buy used games then you are actually willing to spend money. The developer sees none of that money if not bought straight.
A lot of pirates arent willing to spend money and no money is lost.
So, in my opinion used games are worse.
Bought it during the last sale. Great game.
