She likes One Tree HIll and Twilight?

Hmm...then I'd say show her any anime that doesn't involve much brian function. So I guess Hetalia?
I like Twilight as well, but I also loved Death Note so it's not like you have to be brain dead to enjoy the Twilight series. I don't really watchmuch "girly anime" so I'm not sure that I can sugest much, but if she can stand gore well Blood + :)

If she's the kind of girl to like Twilight then show her Hetalia. Its basically a yaoi fuel show so she'll love it. Stay away from shows that have plot or make the viewer think (Deathnote) or have deep characters (Samurai Champloo) or are even good at all. Hetalia will keep her hormone controlled mind at bay.
Wait... I thought Anime-prone chicks usually salivated over Death Note... if not for the plot then for what they believe to be a homoerotic undertone between Light and L.

My Twilight loving teenage cousin simply adored Soul Eater. When she asked for more anime, I showed her D.Gray-man, Baccano!, and Full Metal Panic Fumoffu to her approval.

Hmm...sixteen year-old girl, possibly into bishounen and romance genres, little objectionable content...shoot, that might mean Ouran is out (what with Hikaru and Karou's whole shtick being twincesty BL).

I dunno...maybe Gals or Nana? Haven't watched either (read the manga of the first), but the apparent theme might work. Also, I recommend Princess Tutu to anyone, male or female, regardless of age.

Actually, yeah. I recommend Princess Tutu. Even if she doesn't like it, you might.

EDIT: Oh, right, Azumanga Daioh might work, too, even if it's technically romance deficient. Kaori's readily apparent crush on Sakaki notwithstanding.

Ooooh, try Fullmetal Alchemist.
I second that notion. Although, judging by her favorites, she may need to watch another show to ease in her into it. For that, I would heavily suggest Fruits Basket: Girl meets cursed family that's 80% pretty boys and relationship stories abound. Can't go too wrong with that.
I'm obligated by blood pact to point out that the anime is far, far inferior to the manga. Even if the music is pretty good, and the "True Form" arc was decent.

Full Metal Alchemist got my sister into anime and she's into all of that Twilight shit.

If she has the constitution for soul-crushing sadness in the name of fine art, I move we put Grave of the Fireflies to a vote. If she does not have the strength of character at her age for true art, then I recommend Ranma ½. Most Miyazaki is quite accessible as well, and might transition well into deeper work.
The reason I support the notion of showing her Grave of the Fireflies is because it is a staple example of what anime can do, and what it can mean. It breaks Western conventions rather nicely as well, if that's any concern on your part.*

If she enjoys techno, I might recommend Interstella 5555 [http://www.youtube.com/watch?v=aQ5XOwiryv0] by Daft Punk and Japanese artist Leiji Matsumoto. Leiji Matsumoto is best known for Star Blazers (a.k.a. Space Battleship Yamato) and Galaxy Express 999.
And Daft Punk is just cool.

* The same can be said for Akira, but Akira probably isn't quite what you're looking for.

Kino no Tabi(Kino's Journey), Vampire Knight, and Azumanga Daioh. Mizaki's films also act as a pretty good introduction to anime.

It's not that scarring.

How about a bit of Studio Ghibli? Strong story lines often featuring a female protagonist, glorious artwork and use of themes.
Spirited Away being genius. My Neighbor Totoro being adorable and heart-warming. Grave of the Fireflies being soulcrushingly sad.
I'll add my voice to those advocating Studio Ghibli. Definitely show her Spirited Away, and maybe Laputa: Castle in the Sky. If you want something shorter than Studio Ghibli's epics to start off her with, maybe try some of Rumiko Takahashi's creations? She might like Mermaid's Forest. And everyone loves Ranma 1/2.

Beware of Grave of the Fireflies though - Cliff_m85 is right about it being so sad. I've watched it once, and while I'm very glad to have done so, I don't think I'll ever want to watch it again.

Something like Fruits Basket or Chobits maybe?
Thats exactly what I was going to suggest.
Too good judging by his description of her. She likes One Tree Hill and Twilight.
Find something dumber.
Well how about Peach Girl. That show looks like an anime adaptation of fucking Gossip Girl. I shudder at the very thought of that show.

Why do you care what she watches. Let alone making her watch anime. Why dont you suggests she goes outside. Best animation in town

Bible Black. Best. Anime. EVER.

On a non sarcastic tone, sailor moon and card captor sakura are pretty good action feminist empowerment with a side note of love interest stories.
