Hmm... maybe try Kanon. Might not be her thing, but it's a comedy/drama/romance. If she cries in movies, it's absolutely guaranteed to make her cry. Maybe try FullMetal Alchemist as well. Also...

Quoted for truth. Kanon will make most people cry: Clannad will make EVERYONE cry. Absolutely amazing anime. Difference being, Kanon has been dubbed in English, and it's not a bad dub. Clannad is only available with subtitles. If she's okay with subtitles, I actually recommend Clannad over Kanon. Also...

Try not to show her action dependant anime with slower plot movement, go for the more relationship oriented anime; such as Clanned, Fruits Basket, Chobits (maybe..), Fate-Stay Night (a classic), Aishiteruze Baby, Azumanga Daioh (on the fence), Comedy, Eureka Seven (maybe has mechs..), Neuro, Death Note and KissxSis (/sarcasm).

I think it would be better for you to tell her what each is about and let her decide what to watch.

F**k yes, this. Best anime ever. Granted, it's subtitled so it may not be the best introduction to anime.
Actually it probably would be better to let her get a better appreciation of anime before you suggest this.
Also make sure to show her After Story (the second season). It's better than the first and if she doesn't cry at least 10 times while watching this there's something wrong.

:p...This is actually the first anime my sister watched, apart from a couple of miyazaki films. She burst in on me watching it and just joined in.

I'm going to suggest... Revolutionary Girl Utena.

It's got alot of interpersonal relationship context, and later on, some very different psudosexual context. It's a classic! Even more so for... well, I won't mention who else it's more ideal for. If it doesn't apply, then I don't want to taint your opinion with useless information.

[edit] I meant the series, but the movie is good too. The movie is totally WEIRD, and huge along Yuri loving women, but good nevertheless.

Well, what other interests does she have? Is she into mythology, technology, art, really piquing someone's interest comes from more than just what they like to watch. What does she read, and are there any old interests lurking back there? You may be able to tie it into things she needs to do for school as well admittedly they aren't anime but Oldboy and Law Abiding Citizen have made me re-examine Count of Monte Cristo so maybe go for something like that.

Honestly I fell in love with Japanese cinema with Seven Samurai and that moved me along to Anime pretty fast.

Try The Melancholy of Haruhi Suzumiya.

The characters are really likeable, and the plot is fairly easy to comprehend.

Lucky Star's plot is nonexistent, but the characters are also likeable, so try this as well.

If your sister likes Twilight, then she'd probably go for the more "shojo" animes.

I'd recommend the following: Cardcaptor Sakura, Ouran High School Host Club, Fruits Basket, Chobits, Peach Girl, Nana, and possibly Moon Phase, though a Miyazaki film like Spirited Away or Kiki's Delivery service might be good too.

I'm going to say School Rumble. Easily accessible, hilarious, and centered on high school life. Funimation has the series in its entirety on their site.

I also agree with all the suggestions of Miyazaki films. If you don't like Studio Ghibli stuff, you're just dead on the inside. Dead and shriveled. Like a 20 year old prune, :|

Every 16 year old girl in mah awt class loves Miazaki movies like spirited away and howls movie castle, so try that. It would probably be a good idea because it's not that big of a commitment to sit down for 2 hours and watch a movie compared to watching a whole series.

For the record, those wanna-be's (actual wanna-be's, mind, not those with an interest) you mention are known as weeaboos. Everybody hates them.

On topic, as many have said Fullmetal Alchemist is a great gateway series. Maybe Vampire Knight, too, from what I know of it.
