All your internet runs from your ISP to one of about 15 Tier 1 providers that connect to each other. The majority of them are owned by companies in the United States.

Lolz this sounds like a conspiracy theory. And it wouldn't have much effect anyway. Trying to control the internet would be like trying to control space. And this would be so expensive, tracking down and putting every single hacker in the U.S. on trial

Why a conspiracy theory? It's a contingency plan in case domestic/international hackers make a huge, cohesive effort to attack our internetz. It's not so they can spy on us, it's so they can protect us and our interests.
