So for me...scary games...where to begin?
I think the earliest game that frightened me had to be the last level of Super Mario 3 for the NES. It was dark, difficult, and the music was too dang freaky.
The next game that frightened me as a child was this weird driving-racing game my father had for his computer in the early-mid nineties. You would race people you met in diners in old cars, dodging police and occasionally falling off cliffs, where the windshield of the car would cover itself with blood. That scared the crap out of me as a kid.
Next would have to be Goldeneye for the N64. Somebody else mentioned it above, and I can definitely see why. I forget how old I was, but at that age the guards with the never changing flat faces and weird running style really freaked me out. I had to play the game with the invisibility cheat on all the time. x-D
Resident Evil 3 would be the next game that really frightened me. I have been fascinated and scared beyond belief of zombies for a long time, and RE3 exasperated it for me. It was the moaning. The damned moaning. I had to always play with the sound down so I didn't freak out. x_x
Hm... that's all I can think of right now. Honorable mentions go to Luigi's Mansion (Ghosts popping up out of nowhere) And the fact that Exploud makes when it faints in Pokemon Battle Revolution. Freaky stuff there in Poketopia. x-D
