There's a lot of FPSs that defined a certain period. (Geez, that sounded like the beginning of an elementary school essay.)

Let's try again with the power of MOVIE ANALOGIES:

DOOM is the uncensored exploitation movie of the seventies.

DOOM 3 is a PG-13 horror movie with really bad lighting.

Serious Sam, Timesplitters and Prey are the goofy 80s action-extravaganza that everybody likes.

Half-Life and Deus Ex are the smart, well written genre movie. Our District 9 or Inception.

Halo was the big damn Hollywood blockbuster. Avatar. Gladiator. Ben Hur. Caligula-... no, wait, not Caligula.

Quake 3 and Unreal Tournament are the sports movies or dance movies. Anything that focused on a particular activity at the expense of telling a story.

Modern Warfare and Bad Company 2 are the shaky-cam gritty summer flick.

Gears of War, Resistance and Killzone are the war movie where everyone speaks in grunts and homoerotic innuendo.

Bioshock is Ayn Rand's biopic.

EDIT: For the record, I've played and loved all of the above.

I really enjoyed the first Thief game, although it technically isn't a shooter. For pure shooterness though I'd have to pick the first AVP on the PC! As for more current gen, the left 4 dead games are pretty awesome!

System Shock 1 and 2 aren't shooters, otherwise they would take it. For my money it is one of the greatest FPS games of all time, the Half Life beater, the game with the greatest female action hero, and the funniest spy spoof since Get Smart. The Operative: No One Lives Forever, and it's sequel No One Lives Forever 2: A Spy in H.A.R.M.'s Way.

I still hold up Quake 3 arena as the absolute perfect multiplayer shooter.

Bollocks to all these "realistic" shooters of today. I think if I shoot a rocket at the ground it should simply make me jump really high.
And sod your grenade launcher. I want a Big Fucking Gun 10k!

The pacing, choices of weapons, countless mods and gun models etc. The way the guy says "HOLY SHIT!" when you just prevent a guy from capturing the flag.
I prefered it to the likes of UT, Doom, everything. And nothing has got even close to beating Q3A in terms of multiplayer greatness.

All of the above is an opinion. Please dont flame me doom and UT fans! xD

By saying off it's time you could also imply of a certain year/period/decade. So it has many answers

Doom was the greatest of it's time
Call of duty 2 was the greatest of it's time
Modern warfare 2 is the greatest of it's time.

and on Xbox halo is the greatest of it's time.

You should change the title to: " the greatest FPS ever" or something along those lines.

My biggest problem with these threads is that when people see best, they seem to think that best implies most innovative, or the game that introduced this mechanic and everyone took it and ran with it.

I won't say this is the best FPS, but it is my favorite. TF2

Lack of ability to invert Y axis to aim was quite a pain, and the way it would over aim and then snap back on the X axis was hugely annoying, made way more fine tuning and adjusting necessary, and you could tell even the devs understood this because enemies wait 2-3 seconds before shooting to give you a chance to aim at them first.

Q3 had some interesting stuff going on, but it didn't really becom evident to me until playing Quake Live which presents all the coolness much better. I overall like UT2K4 better than Quake Live, but given that's from 2004 and this one is pretty much current, I'd accept an argument that Quake Live is the best current multiplayer shooter.
