it has to be oblivion, not only the greatest RPG, but possibly the greatest game ever.
morrowind would be better if the graphics were up to scratch
But the best RPG has got to be Fallout 3. I mean come on you can collect bobble heads and you get V.A.T.S
Are you shitting me? If the GRAPHICS were up to scratch? You do realize the context of WHEN the game came out really factors into these things. When Morrowind came out, it pushed video cards to their limits. I had to buy a brand new computer just for this game. As far as gameplay and story goes, Morrowind beats Oblivion hands down. Oblivion looks prettier now, but then again Oblivion is over a generation ahead of Morrowind.
There are plenty of games that have bad graphics even during their respective generations. Shadow Madness for the PS1 had horrid graphics and great gameplay/story. Within a systems lifetime you see the progression of awesome graphics until the maximum potential of the system is brought out. Look at FF7 (which was phenominal looking at release), FF8 (again, a superb game that looked alot better than 7 graphics wise) and FF9 (another step up from FF8).
Now comparing each RPG in the game generation it was released, we see that some stand head and shoulders above others. Chrono Trigger gets alot of love, but it was also released at the very end of the SNES lifetime, perhaps the greatest rpg system out there (nostalgia tinted glasses noted, but during it's lifetime it was THE system to have for RPGs). You still gotta compare it against games like Secret of Mana, Breath of Fire and FF6, but it stands tall for reasons other than just pretty graphics. If you compare it against NES era games, that's just plain silly. Go the other way and you gotta compare it with Xenogears and Grandia. Nope, you gotta localize your tastes for how good the game was when it was released and not be biased by present day standards.
Yes, there are alot of pretty games out now. Many of them don't hold a candle to games released earlier but with inferior graphics. I'd certainly trade in Blue Dragon long before I even considered pawning my copy of Suikoden 2 or Panzer Dragoon Saga. Rarity aside, these are just GOOD GAMES. A good game doesn't stop being fun because the game generation has advanced. It's nice if one gets a remake (FFIV for the DS is a notable example), but you still pull out your old system to enjoy the experience.
On the note of remakes: Skies of Arcadia: legends should NOT be considered the greatest rpg ever, because it's simply the remake of skies of arcadia for the dreamcast. It's like saying that Street fighter II: turbo is the greatest game ever. A game should be great whether it's the original or a remake, not because it's a remake on your console. While I might agree that SoA:L is on the top ten rpgs of the gamecube, I would be hard pressed to figure out the other six games to compliment Tales of Symphonia, Pokemon and that other rpg the gamecube has.
While fallout 3 was fun, it pretty much plays as a fps with levels. It's like taking a zelda game, and adding experience points and levels (we like to call that Secret of Mana). For a pure rpg of this generation, I would like to put forth Tales of Vesperia as the best rpg of the PS3/Xbox360 generation. It has solid gameplay and your hero isn't all angsty about destroying evil people or the world (looking at you Star Ocean 4!). For the best of all time I'll have to say Baldurs gate 2. Years later I still put hundreds of hours into this game. It's a close thing to Morrowind, but BG2 stands the test of time.
