I personally thought Mass Effect was alright, not the best game I've played but still pretty good anyway.
Even when I sat through the heavy dialogue segments paying all due attention to every word I never had my controller fall asleep on me so either you forgot that you have to choose your dialogue (and that dialogue can often be skipped) or you're just bone idle enough to have been sitting there doing nothing for at least 20 minutes after the cut scene has in fact finished.
I personally never had any issues with the ground controls although I will admit the Mako was a pain in the arse to use most of the time.
Cover action was fairly limited although I personally never found myself actually needing it (even on the higher difficulty settings), your body armour and shields are often more than sufficient to keep you alive in a fight (depending on your accuracy and weapon choice as well).
I think you went in expecting a fast paced action shooter like Gears of War (it's more of an RPG with action elements), it just isn't that kind of game (and it's seems it's also not your kind of game either, which is fair enough).
Mods were a bit difficult at first but I got the hang of them after about 15 minutes and they seem really simple to me now (that's how a lot of features in many games work though).
I can understand that not everyone will like a given game but that doesn't mean that said game is bad, I don't really like Half Life but I will admit that it is a solid shooter with a couple of good ideas.
