I think it all depends on the game and situation.

For drive-bys and hitting multiple and/or moving targets, ROF is more useful.

If enemies are stunned when they are hit and this prevents them from moving or returning fire, then ROF is more useful as it suppresses the enemy as well as damaging them.

For large, distant and unsuppressable targets, then damage is more important, especially as damage usually also means range, which allows you to keep your distance and take down the target.
Also, if the targets have a damage threshold or modular weapons that can be disabled, then damage is more useful as each shot can have a large effect.

Damage. One well placed shot will take them out for good. No point firing off a bunch of rounds when they aren't going to do anything.

I generally prefer High RoF weapons, it's one of the reasons why I miss the days in CoD when Double Tap was a perk instead of being limited to SMGs only (AK-47 w/ ACOG and Double tap, you shall be missed...), though that's never stopped me from picking a semi-automatic and spamming the trigger like there's no tomorrow.

Then again, I also suppose it depends on the situation; close quarters? A higher rate of fire is preferred, wide open spaces? Damage often comes out on top.

I'm going to narrow this down to guns here...

Depends, are we talking automatic, or semi-automatic weapons?

When it comes to things MEANT to shoot lots of bullets at once, then I want damage, since the chances of hitting are less likely.

But if we're talking about things that you have to pull the trigger every time to shoot, I want a friggin fast fire rate since these types of guns are generally more accurate I.E. easier to shoot the victim in the head with.

damage because ammo isn't limitless, if it is tho then i'll take fire rate over damage any day of the week

Rate of fire. As much as I love the gauss rifle in Crysis the bloody thing takes forever to line up a follow up shot if you miss with the first, and the aliens are too damn quick to guarantee a hit.

To put it in more general terms: it's not so bad if you miss with the first bullet if there's another ten right behind it.

I love high damage guns, but i need something that makes a stream of bullets (to help with my abysmal accuracy)

I don't really have a favorite among the two, but I do feel that going for the extreme is the most satisfying. Either ridiculous damage or speed at the expense of everything else just feels better. Admittedly my weapon preferences are also heavily based on the sound they make so it's hardly a decision based on efficiency or common sense.

Damage all the way. I always use the DMR in Reach (BR in 2 and 3), M16 in CoD, M14 or M16 in BFBC2, etc.

Fire Rate. I like quick speedy things, unless its a nuclear warhead. Or would a higher fire rate be better for that?

carpet bombing. solves all problems, though a high RoF smg is usually my style in shooters

I tend to perfer a balance. Don't really like the bolt action sniper rifles for the most part, but don't really like bullet hose smgs either (except Borderlands double anarchys, those are awsome). I'm an assault rifle man myself.

Damage if I'm on PC, since mouse aiming lets me be more precise when making use of single shot or burst-fire weapons. Fire rate if I'm on console, seeing as a reasonable spray makes the lack of precision from analogue sticks less of an issue.
