Plus while the empire may have billions of soldiers - the Borg have trillions. Just in their main base. besides, crotosis is a very rare ore, and artifical crotsis doesnt even work, if you were going to make it into bullets, that you would use it to kill jedi on a regular basis, so you would have to have a considerable amoubt of them made, and if this was the senario, it would just be better fo you to make the weave, because it would probably give you longer short circuit time

He can dish out some numbers, but those numbers cannot be supported by the surrounding universe and most are not canon.
