No, the RPG is a weapon system that possess the capacity to fire a number of different projectiles. Some are designed for anti-infantry work (HE Frag). Some are designed for anti-vehicle work (HE - AP). Some of the fancier ones (normally found for the RPG-29) are thermobaric - an explosive that carries a quantity of fuel that is atomized shortly before being ignited, the principle at play in other famous weapons like the MOAB or Daisy Cutter (both bombs used to rapidly create landing zones). While most any warhead maintains at least some capacity to harm things outside it's ideal target set, using an HE-AP round against infantry is a move of desperation as it's lethal radius is quite small. Likewise, HE frag can indeed rattle fancy bits off a tank, knock off a tred or even pierce light armor, but it's far less effective than it's HE-AP counterpart.
Basically, if there is a pariicular munition design philosopy or a particular munition function, one will be able to find an RPG round that fits the bill.
Also, RPG-Varient is the western naming system for the weapon, and the RPG does indeed stand for "Rocket Propelled Grenade". The closes american equivalent is the AT-4 (which replaced the LAW), which stands for Anti Tank (the four is just a model number in the same way as the M-16) and Light Anti-Armor Weapon respectively.
