Actually, yes, I can. (eg... Intentionally messing with someone's brain activity, and seeing if this produces a predictable behaviour from them. - But that would require a quantum leap in our level of knowledge of the human brain.)
But there will always remain a degree of uncertainty.
Knowledge tends to be uncertain.

There are so many answers that so many people can give you.
It depends on where you want your answer to come from.
Here's the Bible answer:

But death is not the end because on the last day Jesus will preform a large resurrection.

Acts 24:15 and I hold the same hope in God as they do that there will be a resurrection of the upright and the wicked alike.

The brain's memory and cognitive functions don't work before birth and for at least a year or so after, and after you die, your brain doesn't work at all. The end.

Technically, if you had a hard core life, it takes about ten seconds for you to be reborn, provided you don't get any time penalty for killing any friends before. But at least you get the time to choose a more appropriate class, as opposed to just living normally, when you are reborn right away.

That point holds true if there is no soul. That topic, however, is still up to debate.
