That's okay. Although, I never got why he doesn't have any ammo. If you're sitting on a motherload of guns there should at least be ammunition to buy for it.

I would have to say Flak and Shrapnel, but Moria Brown first. Yes, she's overly perky but in Fallout thats a welcome change of pace from either pissy evil or overly-serious good.

My money's on Nilphas Omellian, the merchant who appears in the Merchants' Inn in the Imperial City Market District when you get the Fighter's Stronghold DLC. Fairly wealthy (especially with Creepyfellow's Living Economy mod if your Mercantile skill's high enough) and will buy just about anything that isn't stolen. Also comes with a nice Disposition boost from the word go (starting at about 80-85, at least 20 points higher than any other Market District merchant at low levels), making his wares cheaper and making him buy higher from the player.
