from the Story, its not so much as the girls in question are pregnant, so much as they are pregnant OR have children, this year.
It doesn't say how many of those already born were from previous years, and the total amount is 20% of the student female population, so there are actually a majority of the girls listening, though that statistic is still alarming.
As for the 'abstinence education' comments thrown out here, there are two things, first of all, there are multiple programs inside and outside the school apparently promoting safe sex and/or abstinence, at least thats what I get from the story.
Secondly, the article brings up the scary point that these girls may be trying to get pregnant on purpose. At that level of psychosis, no amount of education is going to help. Hell, you may even be handing bits of information may 'help' them (admittedly far fetched on my part.)

So please, avoid knocking the school assuming its under what you would consider 'propoganda'. I myself like to think 'Don't do it, but if you do, for the love of Uncle Sam do whatever you can to avoid messing it all up'

All that said, this is disturbing, all those children (not the preggys) are probably screwed now. Such a waste of human potential all because some kids wanted their jollies off, didn't use protection and/or are psychotics.
