Personally I hate that quote. It is one of those quotes that is simply meant to be meaningful, when really it isn't. [Note: I still love the game, mind].

Of course war changes. War has to constantly adapt to the weapons, environment, politics and morals of the times. Before what any of us would consider war, groups would ambush, attack and wipe out other groups for food, shelter and land.

As we became "civilised" Greek Hoplite warfare became the norm: scheduling battles in vast open areas with no place to hide. This was the common practice for thousands of years until gunpowder meant that those lines of men could simply be mowed down.

During the course of WW2, many armies began to learn around this and use the environment again to flank the enemy. Vietnam, Somalia, DRC, Bosnia, Iraq and Afganistan all served to show that the enemy is particularly adept at using their home environment and that shear firepower is not enough.

Although we now have guns, we have essentially gone full circle back to days before Rome and Ancient Greece when we would move, ambush and attack.

The only way I would agree with that quote is in the sense that war will always be around. Always. Also, war will always be "the continuation of political intercourse with the intermixing of other means". That I agree with.
