Basically all Fascist states are dictatorships, but people forget not all dictatorships are Fascist--a Monarchy, for instance, is a dictatorship but that doesn't make it Fascist.

I don't think dictatorship is a fundamental attribute of fascism. A nation could fall into oligarchic fascism, for example.
