I think this alone would make it worthwhile. I like anime but I think it warrants a place of its own, people generally seem to come onto the off-topic to talk about real life stuff.
While we're here, you could add a film forum (after watching Drag Me To Hell I could do with some group therapy.)

What's your reasoning for it being such a bad idea? Creating one new forum (as long as it remains "one new forum") doesn't seem like a big deal, its just another place to chat like the off-topic forum. It wouldn't intrude upon the site at all, and would stop bugging people in the off-topic who'd rather have this reserved for other discussion.
I'm just curious as to what I'm missing that makes it such a catastrophe.

I'd suggest combining them into an anime and western animation forum (or shorten it to animated media forum) Some would argue that there are serious differences between them but to my eye they really aren't so different. Not enough to warrant two different forums (we do NOT want clutter in the forums.) It would even provide a framework for the old W. animation/anime argument: are they different?
